Background

Born in Kobe, Japan in 1993 to a secretary dating an American serviceman, Reiko Hirano never got to know her birth parents. She disappeared from the maternity ward not long after her birth, to be raised in the shadows.

In pursuance of a way to tip the balance underworld power against the more formidable Iga and Koga clans, the Cult of Kagetsu began seeking infants to train in the arts of stealth. Not ninja in the traditional sense, though quite adept and getting in and out of places they shouldn't, the ultimate aim was something else; a powered operative who could sneak into a target's location, cause overwhelming damage and leave again, a terror weapon made flesh. Amongst these, though never truly of them, Reiko was raised simply as 'Shinobu', the closest she knows to a 'real' name.

The source of this power was a copy of a tome, the original tablets ancient even to the first days of the Akkadian Empire, duplicates have appeared throughout history in various portions of the world. While it's actual name may never be known by mortal man again, to the Kagetsu it had but one: The Seishio-no-Orochi or Bible of Orochi, named for the fabled eight-headed serpent of Japanese legend.

Using the rituals therein as a base, Kagetsu, the master of the cult experimented with the incorporation of various means to transfuse eldritch powers from the entity to which the tome was dedicated, possibly itself the inspiration for the tales of the Hydra, Tiamat and Orochi. He believed that past adherence to the rituals produced such creatures which, while fearsome in their own right, would be far to conspicuous to remain active in the modern era and so he tried something new. Combining what he knew of Tao sorcery with alechemical theory, Irezumi tattooing and the Seisho-no-Orochi, he believes he has found a way to create something not quite a ninja, but at least as deadly. Past experiments with man-child invariably created short lived abominations at best, which guided him to relegating male 'recruits' to more traditional ninjitsu training.

Shinobu's obvious half-gaijin heritage made choosing the candidate of the first female trials quite easy. She was a competant sneak and a cagey fighter, though it would be the enforced self-reliance and strict discipline of her upbringing that would see her through the experiment. She was paralyzed through accupuncture for a week while her body and arms were etched with alchemically prepared inks by Irezumi artists in preparation. Properly healed, weeks later, she was then set to the altar and dark chants and blood were devoted to the being beyond the veil.

It answered.

She can recall only horrific glimpses of an almost amorphous creature with heads she couldn't count, each seeming to have it's own aura. She knows she was the center of it's attention, and there was ecstacy and torment in crashing waves of sensation as fire, ice and more lashed her crawling skin.

When she awoke, her branded limbs no longer shimmered with the silvered iridescence of the inks, instead they were an almost unnatural black, though each serpentlike design carried a subtle shift of color. With experimentation, she learned that each 'head' could project a different type of energy, and that with concentration, she could trace planes of sheering force through many materials, using her fingertips. She would expand on her previous training to properly control these new powers.

Almost a year later, several girls were subjected to the trial as well, giving birth to twisted horrors that pushed Shinobu into her first true battle, her first kills, and her first rebellion. The chaos of the fight drew unwanted attention to their hidden base, and the Kagetsu opted to relocate to the Americas to lay low. It was during transit, the 3rd of May, that Shinobu, the only successful Otome-no-Orochi was lost in a tragic helicoptor crash outside of Pasadena.

Surviving the fall was easy enough, though finding one's way in a strange country was quite another.

Several misunderstandings ended with injured Neohumans in the wake of Shinobu attempting to find clothing to better blend in, also alerting certain agencies of the goverment to both her presence and that of her former keepers.

She was intercepted on Mother's Day by federal agents, working in concert with several costumed adventurers.
The negotiations that followed took several days, while she explained what she knew of the Kagetsu, including the little she knew of their plans in the US. Another condition of her amnesty was enrollment at the Sterenko Institute under a new alias, to help deprogram and socialize the indoctrinated girl and, hopefully, guide her into a more productive course.

Time for Euiko Tani's first day of class.

Personality

Euiko is a very guarded individual, with little experience dealing with society at large, to say nothing of American culture. Overt displays of welcome or affection tend to be met with silent paranoia, and she has demonstrated an expectation that anything done for her was done with a price. As such, she is generally not the first to initiate social contact, and even when she is, she does so with a distant formality. Whatever pursuits she takes up are done so to the best of her ability, with a patience and dedication atypical for a girl her age.
