Background
Claire Elizabeth Hastings was born in the town of Chapel Hill, North Carolina though she will swear if she is asked that she was actually born in the tiny town of Missing Mile, NC. Her Father is Randall Hastings, a former Air Force Colonel who used to work on Project Stargate, a Cold War Era project to use ESP as a means of spying on foreign nations. Her Mother is Megan Hastings, who was a part of the project as a test subject due to her psychic powers. In the mid-1980s the scientists of Project Stargate developed a special serum they believed could focus and enhance the powers of those with ESP and related psychic skills. At the time Megan was a college student who volunteered to help her country and earn a bit of extra money while Randall was her bodyguard and Air Force liaison. The serum was given to a number of test subjects, including Megan with the hope that it could turn the passive ESPers into offensive psychic warriors and master spies. It did not have the intended effect. Five of the test subjects died, one went mad and tried to kill everyone and it was only thanks to Megan that he was stopped, but at the cost of her own powers.
The Project was shut down in 1995 for the stated reason of a lack of verifiable use to the military but also because of the incident ten years earlier and the end of the Cold War. In the meantime, Randall and Megan had fallen in love after the loss of her powers and been married. Their daughter was born the same week Project Stargate was cancelled. The child seemed perfectly normal and the couple believed that Megan's powers were not inheritable by their offspring. They were wrong.
It turned out that the serum given to Megan by the government was responsible for the loss of her powers but it had one major side effect, her progeny would be gifted with powers Megan could only dream of. Of course, these mental abilities did not manifest themselves for many years. For the first ten years of her life, young Claire was a perfectly normal child, she was good in school but not excellent and took and interest in reading at an early age. Her Father, determined to train her body as well as her mind, enrolled Claire in Self-Defense and Tae Kwon Do classes. Though she at first hated all the physical activity, she eventually grew to love her workouts almost as much as she loved a good book or spending time with her friends.
It was her first year of Middle School that everything changed. During a Tae Kwon Do class, Claire suffered a massive, debilitating Migraine headache and passed out. She remained in a coma for three days afterwards with her parents terrified they might lose their little girl. When she woke exactly 72 hours after she passed out, she was very different. The formerly bright and cheerful girl became sullen and withdrawn but her grades suddenly improved and she shot through the belts in her Tae Kwon Do class with ridiculous ease. It was then that her parents began to suspect the truth.
Confronting their daughter one night after she came home from class, they revealed the formerly classified information about their role in Project Stargate and asked their daughter if she knew anything about what they were talking about. Breaking down in tears, Claire admitted that since the Migraine incident, she had been able to see anything she wanted, read the minds of people in the same room with her and even anticipate the moves of her classmates in Tae Kwon Do. A big upset with their daughter that she had not told them about these incidents before and even more frightened of what a teenage girl with such powers might do with them, they contacted a friend of theirs who had continued the line of research privately that the old government project had started.
The researcher couldn't help them directly, but he knew of a place that might be able to help, a special school for children with special abilities called the Steranko Institute. If anyone could help Claire adjust to her powers and learn to use them responsibly, it was that school. And so, Claire was enrolled for her Freshman year of High School. Angry and upset that she was being taken away from her friends and everything she had ever known, she reluctantly agreed to go.
Personality
Claire likes to act withdrawn and mysterious as a way to get people interested in who she is and what might be her "deal." She's not actually as uninterested or blasé as she pretends to be and actively wants to make friends and fit in but she doesn't really know how to do that now that her entire world has turned upside down. She often makes sarcastic comments and dismisses the ideas of others even when she actually agrees with them, just to get attention. However, if she gets to know someone, she can open up and be rather friendly and warm, taking an active interest in them and what they like and think, but most of the time this is only one on one as she is genuinely uncomfortable with large groups.
She is insatiably curious and reads a lot in her spare time though what really interests her now is other people. She will use her powers to spy on people she finds interesting and who are nice to her to get a feel for what they like so she can study up on it and pretend to like the same things as an attempt to fit in and make friends. It will take time but chances are, if she can make a few close friends, she might open up more in public as what she really craves is acceptance and not to be labelled as a freak. Rejection and Ridicule are the two things she fears the most which often keeps her from expressing her true opinions on things.
The entire goth thing is partially because she just thinks that look is really cool and because she loves a good horror story, having read through most of the works of Poppy Z. Brite, Anne Rice, Stephen King, Clive Barker and even H.P. Lovecraft. Her music collection (which is rather large and mostly contained on her computer and in her ever-present iPod) consists of bands like The Sisters of Mercy, Bauhaus, Voivode, Dead Can Dance, Rob Zombie, The Misfits, My Chemical Romance and Godsmack. She claims to be an atheist but has a growing suspicion there is more to the universe than can be explained by just science, especially now that she is in the Institute and has met so many people with powers not as easily explainable as her own.
Even without her powers, she is a bright girl and enjoys praise from her teachers even if she doesn't show it outwardly most of the time. She's quick on her feet and good at solving problems when she allows herself to express her own opinion though she is not above openly criticizing an idea she thinks is really bad in the most biting way possible. In short, though she actually craves friendship and acceptance, she is so terrified of being rejected and looked at badly that she puts up a wall between herself and others that is often counter productive to her own aims. She even occasionally makes up stories about her past to seem more impressive and exciting than she actually is, such as claiming she is actually from the (fictional) town of Missing Mile or met some famous person she has never seen in real life. She's not a compulsive liar and will tell the truth about important things but about herself, she tends to embellish the facts.

Complications: Claire is incredibly Acrophobic to the point where she will not even stand at the top of a ladder for fear of falling off and hurting herself. Strangely, this does not translate to a fear of flying in an airplane, as she is enclosed and cannot see just how high up she is.
Claire is also incredibly scared of ending up like her Mom and losing her powers, basically ending up losing that which makes her special. She is so scared of this that any situation that might lead to her losing her abilities causes her to either flee or freeze up.
Despite her seemingly stand-offish nature, Claire can be easily manipulated by those who treat her kindly and with respect. She is no fool in most circumstances but a desire to be accepted gives her a rather large blind spot when it comes to those who would befriend her and take her into their confidences, even leading her to keep potentially dangerous secrets to avoid losing a friend.
One problem Claire has that she does not know about is that her Parents and their friend who directed them to the Institute are hiding Claire's abilities from the other people who used to run the Stargate Project out of fear that should she be discovered, the government would want to take her for research. Fortunately, most of these people are either dead or retired but there are still a handful in the military who would want to investigate her and due to their time in the service, some of them might be very well placed now.
